‘UTOPIAN AND IMPRACTICABLE.’ VIEW OF SIR THOMAS WILFOBD. (Prated Press Association —By Electric Telegraph Copyright.) GENEVA, Sept. 29. Sir Thomas Wilford (New Zealand), speaking during the League of Nations committee’s discussion with regard to the possiblity of an international penal code, protested against the League exceeding its competence in attempting to deal with such a utopian, fantastic and impracticable idea. He added that the League had taken up too many extraneous questions, causing the machinery to become cumbersome and costly.
