“ONLY HOPE” FOR AUSTRIA TIME NOT YET RIPE. GUILD COUNCIL SCHEME. EXPECTATION OF MINISTRY. (United Press Association—By Electrio Telegraph Oopyrigtit.) Received 11.30 a.m. to-day. VIENNA, sept. 24. The Archduke Otto of inapsburg, pretender to the Austrian throne, inis written a letter rejecting fascism and declaring that Austria’s only hope lies in a constitutional monarchy on democratic lines similar to that 111 England.
“The time lor the restoration is not yet quite ripe,” he continues. “it must be achieved by legal methods. I refuse to he drawn into an adventurous putsch.” Dr. Dollfuss, the Chancellor, is promulgating a decree imposing imprisonment for anti-Austrian activities, particularly applicable; to Nazis and Communists. Dr. Dolfuss’ new Ministers already foreshadow the early creation of an experimental guild council similar to the Fascist Grand Council, to explore the best basis for introducing the guild legislation system. The monarchists are openly happy at the turn of events. They assort that five Ministers are overt protagonists of the Hapsburg cause and two others are secret monarchists.
