Taking a firm grip of power the provisional president, Senor de Cespedes, to-day issued a decree wiping out all vestiges of the ousted regime and dissolving Congress and calling elections for February 24. The measure declared unconstitutional the administration and its Acts since May 20, 1929, when General Machado was inaugurated as President for a second term. All international obligations will be observed, however.
