Dr. In'azo Nitobe, chairman of the Japanese delegation, at the meeting of the Institute of Padifio Rfelations, in a statement made on Thursday night regarding the report that Japan and Russia were preparing for war, said: “I never made such a statement. I talk peace, not war.” Professor Yasaka Takikl and Mr YusuikL Taurrumi, memters of the delegation, stated explieity that Japan was not preparing for war and 'had no intention of preparing. Neither Dr Nitobe nor they had any knowledge of what Russia was planning. Professor Takaki stated : “Japan’s policy is definitely one of peace.”
