Dr. ‘\Vellington Koo, China’s representative _£t the League of Nations Council lias circulated allegations that the Japanese in Mancliukuo aerially bombed Yao Kulak and ruthlessly murdered villagers. He also alleges the Japanese adopted conscription with a view to exterminating: the Chinese volunteers opposing the Government and that they sent an agent to force Chinese organisations to sign affidavits in favour of the “puppet Government,’
