Never at any time during the two hours of a meeting to-day of the Transport Board and the Tramway Union assessors was there a possibility of the hoard’s proposals for a new agreement being even discussed. The union assessors refused to recognise the meeting as a conciliation council, contending it had no power to deal with an agreement made under the Labour Disputes Act.

The meeting ended without any progress being made.
