The last meeting of the preparatory commission on disarmament has been fixed for November 3. Count Bernstorff said lie had participated in the League’s disarmawork for the past five years and not the slightest advance had been made. Lord Robert Cecil, replying, said Count Bernstorff had exaggerated. It was unfair to say that the preparatory commission had not prepared a basis for future disarmament.
