President Hoover suffered his first major defeat in Congress when the Senate, by a vote of 39 to 41, did not accept the nomination of Mr John Parker, the North Carolina jurist, for a Justice of the United States Supreme Court. . It was the first rejection of such a nominee in 36 years and was due chiefly to the bitter opposition of organised labour and negro organisations.
