The text of a treaty of friendship and conciliation between Austria and Italy, signed on February 8, shows that it aims at consolidating the existing friendly relations by an agreement to submit to arbitration every difference which cannot be solved diplomatically; also, that if arbitration proves unsatisfactory. the dispute shall be submitted to the International Court of The Hague. A permanent Conciliation Committee will be appointed, consisting of one Italian, one Austrian, and three neutrals. One article declares that the treaty does not mo'dify the rights and duties of either side as members of theLeague of Nations, but differences must first be submitted to arbitration or Tlie. Hague. The treaty is to last for ten years, and is also renewable for a further five years unless denounced by six months’ notice.
