INTERNATIONAL SETTLEMENT.
BANK’S CHARTER. (United Press Association—By Electric Telegraph Copyright.) Received 3 p.m. to-day. BERLIN, Nov. 15. Under the charter of the Bank of International Settlement, which will have its headquarters at Basle, the Swiss Government agrees not to repeal or to amend the charter except by agreement on the part of the organising Powers. The hank will he exempt from taxation and stamp duties, and immune from control or confiscation in times of peace or war, and also immune from the restriction of gold export-.
