LABOUR IN INDIA.
THE ROYAL COMMISSION. EX-SPEAKER AS CHAIRMAN. (British Official Wireless.) RUGBY, Jan. 29. The personnel of the Royal Commission on Indian labour conditions, the appointment of which was announced by the Viceroy (Lord Irwin), will be announced later. The ex-Speaker of the House of Commons, the Rt. Hon. J. H. Whitley, has consented to act as chairman. It is understood the commission will be entrusted with the task of making n comprehensive survey of the 'whole field of industrial relationships in India. The appointment of a commission has been under consideration for some time and was the subject of discussion between the Government of India and the Indian Office in London last year. It is understood the work of the commission will not begin until the autumn.
The Rt. Hon. J. H. Whitley, formerly Liberal member for Halifax, has had considerable experience in industrial matters. He was one of the principal negotiators of the system of committees in certain industries which are named after him. They have been very successful in preventing stoppage of work owning to industrial disputes.
