It is disclosed that President Ccolidge feels the treaty has enough friends in the Senate' to obtain ratification without resolutions or reservations. Senator Moses and his supporters plan to modify the resolution for its presentation to the Senate. 1 Senator Moses 1 resolution sets out that the Senate declares that in advising consent to the multilateral treaty (it does so with the understanding .that the treaty does not impose an } obligation on the United States to resort to coercive or punitive measures against any offending nation; the treaty does not impair the right of the United States to defend its territory, possessions, trade or interests; the treaty does not obligate the United States to the conditions of any treaty J to which the United States is not a j party. 1 COMMITTEE’S FAVOURABLE I REPORT. RESERVATIONS REVISED. Received 9.55 a.m. to-day. WASHINGTON, Dec. 19. The contest over the Kellogg treaty was brought to the Senate floor when Senator Borah presented liis favourable report on the document. The reservationists also presented their modified resolution, hoping' to have it considered and passed when the treaty was recommended. A new resolution offered by Senator Moses on ■ behalf of himself and Senator Reed, eliminating reference to the Monroe, doctrine, reads: “It is resolved that the Senate of the United States declares that in advising consent to the multilateral treaty it does so with the understanding: “(1) That the treaty does not impair or abridge the right of the United States to defend its territory or other vital interests in accordance with traditional American policies, [ “(2) That the treaty imposes no obligations on the United States to resort to punitive measures against any offending nation. “(3) That the treaty does not obligate upon the United States conditions of any treaty to which the United States is not a party. “(4) The Secretary of State is. requested to forward' a copy of this resolution to the representatives of the other Powers.”
There was no discussion, and the treaty and resolution were placed on the executive calendar.

The chairman (Senator Borah) of the Foreign Relations' Committee of the U.S. Senate, after presenting . the Kellogg treaty to the Senate, decided on a postponement of consideration until after the Christmas recess, owing to there being little opportunity of its being discussed before the Naval Construction Bill. Mr. Moses’s resolution has been modified by its sponsors, they eliminating direct reference to the Monroe Doctrine.
