In the House of Lards, Viscount Cecili moved the’ second’ reading of the Read Vehicles Rill, the object of which is to reduce the- number of accidents. It provides that driving licenses shall only he. granted after an examination as to skill and physical fitness. It compels' drivers to insure against third party risks. Licenses willi be 'suspended automatically in event of a. conviction for dangerous or .incompetent driving. Viscount Oec.il described the present position as incredible and serious. Five thousands persons were killed and 250,000 were injured yearly in road accidents. Road danger's were are outrage to 'humanity and a disgrace to oitviiiliisiftion.
