The second volume of M. Raymond Poincare’s memoirs, comprising the third and fourth volumes of the French edition, is announced. Covering the period January, 1913, to August, 1914, it tells of German and Austrian intrigues, and their “conversations’’ with France, England, and Russia. There is a touch of mystery in the publisher’s statement that “embedded in the story is a ‘note’—omitted in M. Poincare’s French text—which throws further flight on the ouestion of culpability for the Great War.”
