BOROUGH COUNCIL MEETING

V OPERATIONS FOR THE MONTH

Tayler, J. O’Hagan, nnd G. W. Peebles. Apologies for absence were received from Councillors ,B. L. Garden and A. C. Sorenson. U' The Town Clerk of Palmerston North -forwarded a. circular letter urging upon the Cover fitment the need for revision bf the whole system of hospital control, including direct representation of 'city and borough councils on hospital •hoSfd-s—On the motion of the Mayor (and Cr. Nairn, the proposal was endorsed. ■i: It was pointed out that Mr. G. W. Tayler was., appointed by the burgesses, fart cl the proposal was to have the council directly represented, vt Authority was issued by the Public .‘Wbrk* Department for unemployment jielief work on the Children’s Park and trbe planting on the Soldiers’ Membrial Park to the amount of £74, •being £ for £ subsidy on wages paid. [-—Received. 0- Air. F. W. Furkert, chairman of the Main . Highways Board, Wellington, notified that the board would subsidise the- cost of maintenance of main highway’s in boroughs up to a: width not exceeding 66 feet, this applying to general maintenances In regard to eealing, the board had decided that, except in special cases, which wbuld be -dealt with on their merits, the subsidy Would be limited to a width of 30 feet -—Received. fl DEPARTMENTAL REPORTS.

'?■ Responsible heads of various departments reported on the past month’s as follows: Overseer.

Beads.—The cutting on the Mountain Road North has been taken back 15 feet, and the filling near by _ was widened nine feet on the eastern side. .Patching With tarred chips was done on Bridge Street, Castle Street, and -Mangawhero Road from Castle Street to the eastern boundary. Metal patching was done bn Tayler Street and Conway Road. | Footpaths.—Clay building and sanding was done on Bath Street, Meuli Street, and Colliugwood Street. Chipping the growth off Cornwall Street and Hill Street was being attended to. V General.—Preparations to connect a rotary force- pump on the tar sprayer for bitumen work is in hand. Thirty tons of bitumen were ordered through the Local Bodies’ Association for the coming season. Ten cords of firewood were got off the section in Stunners Street, which null lie used for boiling find heating tar. - . Sanitary Inspector..

Infectious Diseases. —No infectious diseases occurred during the month of _June. Plumbing and Drainage.—One sewer drain" was laid in Eltham Road. It Was inspected, tested and found all in order. Two new plumbing jobs (both sewer plumbing) were. seen and found to comply with the requirements of the. by-law. , > Foodstuff Premises.—All these premises have complied with the requirements and duly licensed. Eight milk samples were obtained and submitted to analvsis at Wellington. All were .reported to comply with the standard.

Borough Inspector.

The usual monthly inspection of the borough was made, . and everything was found satisfactory. Ten head of Stock were impounded and released. Nine notices were served to cut hedges, effect repairs, and remove rubbish. Abattoir Manager.

:H The following stock wore slaughtered 1 : Four bullocks, 87 cows, 12 heifers, 216 sheep, 2 lambs, 36 pigs. Two cows and one sheep were condemned. financial matters.

§? The treasurer (Mr W. Waters) re.ported that the sum of £'B9s 2s 8d had been received' during the month, the principal sources, of revenue being:— Gasworks £287.11s 6d. Town Hall £l9O 8s 3dt heavy traffic licenses £72 13s, general, £232 16s 7d, rates £7l 15s

Expenditure for the period totalled £1382 9s -id, the heaviest amounts being absorbed by Gasworks £270 13s 7d, Town Hall £137 4s Bd, hciapital levies £l7l 15s, main highways £77 12s, sinking funds £279, general £271 7s 4d. The statement of credit bank balances on various accounts a« iat June 30, was:—District Fund £1343 4s 3d, Domain £3 4s lOd, ceemtery £2B 5s 9d, sewerage Joan £37 Is 7cl (fixed deposit) £1000: total, £2411 16s sd. Accounts totalling £107,2 fts Id were passed for payment. Gasworks. —A ' comparative table of receipts and expenditure on gasworks account for the periods' April 1 to June 80, 1927. and 1928 showed: —Receipts (1927) £915 19s. (1928) £839 ■&? lid; expenditure (1927) £Bl4 7s 7d. (1928) £558 4s 6d. Sales for the month were: Fittings £4B 2s 2d. coke £45 14is 3d. tar £3 Is; total, £96 17s sd. GENERAL. A r3commend,ation by the finance committee that ears be parked at an angle of approximately 30 degrees from the kerb line, and heading, into the Water-table, was adopted.

Permission was granted to the Plunked Society to erect a temporary hoopla, stall in a fight-ofway between jshop premises in Bridge Street. It was decided l to hold a benefit picture entertain men it shortly, the whole of the proceeds to be devoted to unemployment relief. It was reported that preparations wore well in hand for planting tire SclSoldiers’ Memorial Park with eucalypts together with the erection of a protection fence and provision for a, shelter belt on the western ana southern boundaries.

WORKS COMMITTEE’S RECOMMENDATIONS. TARANAKI ANNIVERSARY DAY. The secretary of the Taranaki Local Bodies’ Association, wrote submitting the> minutes of the conference of engineers called recently to discuss the purchase of bitumen in bulk, also various other _ matters dealt with by the excommittee of the association/ including

a request 'that all Real bodies and eha.mu-ers of commerce in Taranaki he circularised regarding their opinions and suggestion.'-' concerning tne appointment of an anniversary day for Taranaki. Tne Mayor said, that the matter was before the council early in the year, and it was agreed that it was too late to adopt the suggestion that the- 31*4 .March be set aside- as Taranaki's aimi-wr-sary cla.v. He was in favour of the suggestion providing one of the present ho:iu-a.yis; could be accepted as the anni-ve-mary. day, and as Easter Saturday was being adopted' as a 'holiday iin ail Taranaki towns it seemed that it coiidcl well be accepted as the anniversary day. He then moved that, provided the srggest-ion meets with, the wish o' the .majority of the local bodies in Tarnnaki, Easter Saturday be recommended as a suitable day to he observed as the Taranaki Anniversary Day. Cr Peebles seconded the motion, and it was carried unanimously. HOSPITAL MANAGEMENT.

Palmerston North Boron,gl Council wrote asking the council u. ■support the .suggestion that the Government be asked to amend the Hosipita. and Charitable Aid Act to provide for the appointment of Hospital Board members to- he made by tlr? council instead cf the present method of being elected by the burgesses. Or. Thylci- said that the present method was working very well, but lie would not oppose the ‘suggested altera,tion. The .Mayor said that as the council was responsible for finding the hospital board levies it should have the right to appoint a representative cf the council on the board. Such a, representation would be in a- measure answeraMe to the council for hits attitude on the Hospital Board. He ..strongly favoured the suggestion. Or. Hagan also supported the suggestions put forward by the Palmerston North Borough Council. On the motion of the 'Mayor, seconded by Or. A. Hagan, the council decided to support the new system of election. On the motion of Or. 'Tayler, it was decided to call fresh .applications for the boroough carting irequirements.
