Friday. .Mr Shull Toni-ie. cx-Consiul-General at Ottawa, ha,-?, been appointed first .secretary, pending the appointment of a Minister ploiripotentiaiy. It is unlikely that the Canadian legation at Tokio will be opened before the autumn.
