WITHDRAWAL OF AMERICANS.

It is authoritatively stated that the evacuation of all Americans from j North China has been decided upon in case- of extreme emergency in an increasingly menacing military situation. Plans which have already been completed provide for the withdrawal not only of civilians, but of American armed forces also. The first step would be to remove the legation and all civilians to Tientsin, to lie followed by the withdrawal of American troops to that city. The State. Department announced to-dav that it sent a Note on May 15 to the Chinese Nationalist Foreign Minister at Hwangfu, demanding that the murderers of the American missionary, Dr. "Walter Seymour, be arrested and executed. The- Note- was delivered at the National bureau at Shanghai for transmission to Hwangfu. It also demands- the arrest and punishment- of officers - responsible for the looting of the American Mission.
INSURANCE ON ARMS. NOT UNDERTAKEN BY UNDERWRITERS. (BRITISH OFFICIAL WIRELESS.) RUGBY, May 21. Asked m the House of Commons whether any steps had been taken at the instance of the Foreign Office to prevent the insurance in this country of shipments of .arms to China, Sir Austen Chamberlain ©aid that without special legislation it would not be possible for the British Government to prevent British firms underbaking such I business, but, at the request of the Foreign Office, marine underwriters at Lloyds’, together with the Institute of London Underwriters and the Liverpool Underwriters’ Association had voluntarily agreed not to underwrite consignments of arms or ammunPion to China, He was glad to take the opportunity of expressing his appreciation of the public spirit shown by them in this, as on so many other occasions.
