IM. Henry Deborah, the French public.s.t., in an article on British migration in “Le ‘Matin,” says:—“Presently there will be only three countries able to su-pplv white migrants —Germany, Poland and Italy. At present Germany ikSi bolding back, hut Italy has begun a systematic scheme of colonisation, methodically and systematically. Italians are’ going to Australia, but the Australian authorities are noit encou,raging thorn. but they manage without it, owing to their own excellent organisation . Each newcomer finds the credit)-) necessary, to establish him, a. sort of loan of honour, which the migrant engages to return by making a loan to the cohorts following him, It is easy to imagine, -after years 1 of this kind of penetration, that Australia and Canada will not retain the traditional a .spent of British Dominions. Their spirit wi/'il have changed l and their politieal tendencies modified.
