A MALTA APPOINTMENT HELD IT (UNITED CRESS ASSOCIATION—BY ELECTRIC TELEGR A PH—C( > P YRIGHT.) (AUSTRALIAN PRESS ASSOCIATION.) Received 10.25 a.m .to-day. MALTA, April 9. The Estimates at present held up by the action of the Senate, contain provision for the appointment of a commissioner of migration to Australia. It was stated during the debates on the Estimates that the. Government intended to appoint Oaptain Ourmi, now attached to the Emigration Department to the position. Received 10.25 a.m. to-day. WASHINGTON, April 9. The Secretary for State, Mr F. B. Kellogg declared that the United States and France were submitting the war renunciation question to Britain, Germany, Italy and Japan, at this time in order to be able to draw a treaty acceptable to those four. He asserted that if the pact were written without consulting them, one or more of the countries might refuse to sign, thus nullifying the intended effect. He stated that further conversations between the State Department and the French Embassy would be necessary before the procedure to be followed of informally approaching the othpr countries could be- determined.
