Official circles are impressed by Mr Kellog’s new suggestion that if France is agreeable to amend her reply to his proposal to outlaw all war s instead of ■only those of aggression, then instead of signing of a bilateral treaty prior to inviting others to do likewise, there should be an invitation to an all powers’ conference to discuss such a treaty. Downing Street opinion does not. expect the least hesitance on the part •of Great Britain to participate in a preliminary discussion. Those wellinformed predict that France will accept Mr. Kellog’s suggestion.
