Amery when addressing the Board of Trade. “Without any straight-jacket of Imperial* tariff; witiiout limiting the units in forming tariffs to suit their own needs, we can find ample room for cooperation and foster mutual support and stimulation by other means,” he said. “There are innumerable ways of co-operating, and the problem of the future years is how in onr free partnership we can make that lree partnership most effective.”
