DISARMAMENT
PREPARATORY COMMISSION. DELEGATES ASSEMBLING. POINTS OF INTEREST. I!Y CABLE—PRESS ASSOCIATION—COPYRIGHT GENEVA, Nov. 30. Delegations from 26 countries arrived to-day for the opening of the Preparatory Disarmament Commission. Interest is naturally increased by the presence of Soviet delegates, as well as representatives of the United States, though, as anticipated, the American Government flatly declines to appoint a delegate to the Security Commission in pursuance of its policy of refusal to enter into European commitments or to guarantee boundaries of any European Power. M. Litvinoff is unlikely to dominate the proceedings to the extent suggested by the preliminary publicity. Forecasts of his speech are so plentiful as to suggest the fear that they may not after all be delivered. There are more unlikely happenings than the restriction of the meeting to its.proper agenda, which is to be the constitution of the Security Commission.
