Litvinoft will be prepared to negotiate, with Sir Austen Chamberlain with a view to the resumption of diplomatic relations between Russia and Britain. The Russian delegation also intends to introduce a full detailed plan for disarmament at the public meeting on November 30. France fears that Germany may express herself in complete agreement with Russia, and that both may prepare for an early world meeting to r** discuss disarmament plans, which were shelved in May.
