NON-LAWMAKTNG BODY. * BV CABLE—cress APSOOI aTTON- COPY RIG H'i MADRID, Aug. 26. *Dc Rivera, in a statement through the British United Tress regarding the General Assembly, to bo opened m October 10, says it will he composed of representatives of the State, municipalities, patriotic bodies, professions. private enterprises and others, totalling approximately 400. They will not enact laws, but will discuss, -in public sessions, subjects recommended to them in proposals which warrant the approval of Cabinet.
