“The committe doe® not get an opportunity of talking to the licensees as a group, except at these annual meetings,” said Mr. E. D. Mosley, chairman of the Riccarton. Licensing Committee, at a meeting of the committee. “We are here to see that the laws iare carried out and we are compelled to enforce them. At the same time we want to give the licensees a faiff deal. We want you to know that we have confidence in the licensee® and if you do your little bit, we will help you.. We do not want the licensees to leave this meeting thinking that we laTe- oppressing them; if you carry out the Jaw, that .is all. we want, all that the police want and that the public want.”
