COUNCIL SESSION OPENED

The League of Nations Council, with Dr. Stresemann (Germany) presiding, opened with a, humorous incident, a photographer asking M, Btriand to more a little to the right. “Ah,” said- M. Rriand, “that is what many people want me to do.” After that, the report of the Permanent Mandates Commission was adopted. This, rejected the hearing of petitioners by the Commission. It was considered that while the Commission should be available to all possible sources, of information it would be undesirable to attain this object by means which might alter the character of the Commission itself. Sir Joseph Cook (Australia) sat at the Council table during this discussion . The Council also considered affairs between Hungary and Rumania and ia report of the League’s health committee, whereupon Sir Austen Chamberlain again drew attention, to the absence of women representatives. It was decided to refer this matter to the committee. ft is understood if Mr. Oho attempts to influence the Council regarding China affairs the Kuomintang delegates wII observe complete silence. Tt is be!loved in any case public discussion upon China will he avoided at. the present session, though much may he decided privately.
