Mr. Philip Snowden, in articles in the .London Weekly, says that he cannot envisage a plan whereby, the Dominions can be autonomous in the control of external matters, since a common Empire policy is essential. He does not see how the makeshift of the Imperial Conference can he permanently workable. “If an Imperial Council is impossiable, ’’ he says, “proper consultation is equally so, since it cannot be conducted by cable or dispatch in half a dozen different States simultaneously. The Dominions have the option of appointing diplomatic representatives abroad. Which entails the right to make separate treaties. Common agreement on this point is almost unattainable. The new arrangement appears to have multiplied the difficulties sixfold.-'
