Discussing the question as to what is the object of the meeting of Tewfik Rushdi Bey, the Turkish Foreign Minister, with the Russian Commissary Tchitcherin, the Daily Telegraph’s diplomatic correspondent . says that Moscow dreams of an Asiatic League of Nations, under Soviet leadership, and therefore Moscow is most anxious to prevent Turkey from applying to Geneva. CONSTANTINOPLE, Nov. 10. A report persists that a treaty of security between Russia, Turkey and Persian will be concluded at Odessa.
