MORE HOPEFUL TONE.
IN COAL DISPUTE PROSPECTS FOR SETTLEMENT. BY CABLE—PBESS ASSOCIATION—COPYBIGHT. LONDON, Nov. 4. “The end of the coal dispute is in sight,” is practically the unanimous verdict in all quarters. The miners’ executive will meet the general council, of the Trades Union Congress to-morrow, after which a meeting with Mr. Baldwin is most iikely. It is the first time for months that such an optimistic air has surrounded the negotiations. An optimistic feeling prevails regarding the result of the meeting ot miners’ delegates, and important developments are expected to-day, when the executive, with a free hand, meets the Trades Union Congress committee, and possibly Mr. Baldwin also. The Daily Telegraph’s Labour correspondent says the previous idea of a reference, oi the matter back to the districts lias been abandoned, and today’s conference will use all the power it possesses if it can secure the desired assurances. The Daily Express says the delegates are quite prepared to accept district •settlements so long as there is an overriding national agreement covering the general principles. Mr. Baldwin, Mr. Churchill, Lord Londonderry and .‘Mr. Evan \\ illiams (chairman of the Mineowners’ Association) recently met privately in a- London club, it is stated, and thrashed out the situation. It is understood that Mr. Herbert vSmith will resign the chairmanship oi the Miners’ Federation when a settlement is leached. NEGOTI ATIONSi R ESUM ED. i GOVERNMENT AND MINERS.
