EXTRA EDITION.

BASED ON PEACE. THE THOEY POLICY >. explained BY STRESEMANN BT CABLE— IjHESSI j HESS ASSOCIATION—COPYAI.IIiT. Received 11.30 a.m. to-day. I BERLIN, Oct. 3. “New Germany can only be founded in, peace, which essentially must be preceded by a Franco-German understanding,” said Dr. Stresemann, in addressing the People’s Party at its congress. The Thory policy consists of the reconstruction and liberation of Europe, hut it needs the participation of other Powers as well as those dealing with reparations, including America, whose policy is actuated by the desire that the real pacification of Europe will be brought about by the Dawes scheme,” he added. He believed that this agreed with the American policy, as it was intended to achieve a real peace which would be no longer disturbed by foreign occupation. Dr. Stresemann regretted the recurrence of the old allegations that the Central Powers alone were responsible for the war. Germany would welcome an impartial tribunal to hold nn investigation into the causes of the „ world war. He honed soon to see the definite liberation of . the occupied . areas, resulting in a definite eomwf mencement of the reconstruction period.
