Briandi read the new Ministry’s declaration of policy in the Chamber, after which the Government motion to postpone interpellations, thereon was adopted hv 292 to 130. The declaration stated that the “predominant consideration is the most rapid settlement of the financial problem. Reforms of the fiscal system will include a reduction in the rates of the general income tax, and the transfer of duties on securities. Compensation will be found in the new scale of tariffs, and an improvement in the collection of income tax.’’ The declaration emphasises that the Government will never propose the slightest default, in the State’s engagements. The heart of the Government programme is the stabilisation of the franc, Avhieli it hopes to achieA r e in collaboration with the. Bank of France, the independence of which will continue to lie scrupulously respected. In- addition international aid will not he unhelpful. The inter-Aliied debt problem will be submitted to Parliament as earlv a« possible. The declaration warns the country that the present prosperity is only a dangerous mirage, and its permanency must be based on increased production and reduced consumption. It concludes: “The main lines of policy are similar to those of the late Administrations.”
