CONFERENCE WITH THE STATES. COMM ON WEALTH’S SCHEAIE DISCUSSED. BY CABLE—PRESS ASSOCIATION—COPYRIGHT AIELBOTJRNE, May 24. The financial conference between the States and the Commonwealth has commenced. The Federal Prime Alinister, Air. S. Af. Bruce, in opening the conference, urged that his proposals offered a satisfactory -basis for a definite and final determination of the present unsound system of- capitation payments, with its accompanying duplication of income taxes. He claimed that under his scheme the States would be freed from reliance on the Commonwealth in finance, thus strengthening the Federal principle. He then outlined the Federal Government’s proposals, and, referring to the abolition of the Federal income tax, he said that if its income became sufficiently buoyant it might bo possible for' the Federal authorities to drop direct taxation altogether.
