RUGBY CONTROL.
THE GAME IN TARANAKI
MANAGEMENT COMMITTEE MEETING. \ The management committee of the Taranaki Rugby Union met at Stratford last evening. There were present: Messrs. J. McLeod (chairman), AV. A. Guy, E. Spurdle, A. F. Nielson, R. It. Tyrer, F. M. AVhyte, A. O. Casey, AV. H. A loves, J. AY. Paterson, J. J. Goodwin, jT Garcia, L, J. Furrie, and S. E. Nielson (secretary). Atessrs. AlcLeod and Garcia were appointed to represent the union at the annual meeting of the New Zealand Rugby Union to be held at Wellington on May 6. AVith reference to the letter received from the secretary of the Hawera AVinter Show (Mr. L. O. Hooker) it was decided to reply stating that the union desired to arrange matches on July 3 and July 7. The South Canterbury Union wrote applying for a match if Taranaki toured in the south during the season. —lt was decided to reply stating that a- Taranaki team would not go south this year. It was decided to purchase 1000 copies of alteration to rules for insertion in rule books. The arrangements made by Mr. Goodwin for the affiliation of the AVaverley club were approved. Old Boys B were admitted to the northern division fourth grade competition. Old Boys and Hawera clubs were granted permission to play a match at Stratford on May 1. During a discussion regarding the operation of the newly constituted committees controlling the junior fixtures, the chairman said it was not desired to define the duties of the committees and it was decided that secretaries should be informed that all matters regarding fixtures and postponements should he first referred to the respective group chairmen. COAIAIITTEE REPRESENTATION. A letter received from the Okaiawa club called attention to what was ' considered unfair representation on the management committee. It was contended that at the annual meeting the Eltham delegate was regarded as a southern division representative, but the inclusion of the Eltham club in the northern division altered the status of the delegate referred to and resulted in the north having four representatives on the committee whereas the south had only two. This was contrary to the principle of three representatives being appointed from each division.
The chairman referred to rule 13 which provides that the committee shall include three representatives from the northern and three from the southern division, and that for the purpose of the election of the Stratford club on the eastern and the Rohotu '■bib on the western side of the mountain, shall mark the dividing line, the two mentioned and all clubs to the north to comprise the northern division and all clubs to the south of those named to comprise the south division. The chairman pointed out that for the purpose of the election the Eltham delegate was therefore a south representative. The inclusion of Eltham in the north competition division was agreed to because the number of teams in each was thus made even.
Tt was decided to reply accordingly. SELECTORS?. Selectors to officiate in the southern and northern divisions respectively were appointed as follow: Southern. —Messrs. Jack Kissick, W. B. Fearon, and F. Lambie. Northern.—C. Brown, W. Thurston, and H. Ward. RESIDENTIAL QUALIFICATION. The Eltham club requested a ruling as to whether Robert Penniall, Roy Penniall, and A. Coleman, who were employed in Eltham but did not reside within the boundaries, were eligible to piay. It was decided to refer the club to rule 10 which reads: “A player shall be entitled to play for the club within those boundaries he for the time being is in bona fide employment, or the club within whose boundaries he has his permanent residence.”
EMERGENCY REPLACEMENTS. The subject of emergency players was introduced by Mr. Guy who pointed out that the practice often meant that certain players travelled consistently without getting a game. This, he thought, led to a considerable amount of dissatisfaction and he gave the opinion that in selecting emergencies clubs should draw upon' the juniors, though only 15 players should travel with the team. He referred to the system under which the replacement of players who retired during a game was not allowed and said he would like to- see it* given a. trial in Taranaki. The chairman said the proposal opened up a big question though he would not object to the scheme being tried. The principal followed in New Zealand football, however, was that teams should be equal in numbers throughout a game and the objection to the non-replacement rule was that it might lead’ to deliberate attempts to disable a good player. On the conclusion of a round-table discussion on the matter it was decided to request an expression of opinion from the clubs of the province.
REINSTATMENTS. Mr R. F. Harlcness waited on the meeting on behalf of the Stratford Club, and applied for the reinstatement of }\ r . J. Sharrock from senior to first imior. He said that though Sharrock had played as a B representative two years ago, he was not a.t present up to senior form. He could not this season obtain leave from business on Saturdays, but could get away on Thursdays, and was anxious to play. In the junior division there were many players* of 14 stone, and Sharrock did not scale 12 stone. The chairman said that at one time there was a rule that a representative player could not be reinstated to junior grade, but the rule was not observed now, and it rested with the union to deal with each club on its merits. Mr Casey moved and Mr Tyrer see;':nd§d, that the reinstatement he granted. On a show of hands the voting was equal, and on the easting vote of the chairman the motion wa,s adopted. Other reinstatements were granted as follow: Pa,tea Club.—P. Wills, M. Atkinson, O. Crompton, J. Jackson, and Torrance from senior to first junior. Eltham Club.—H." McDonald, T-hor-b-urn and J. Carlson, from senior to first junior. Okl Bovs’ Club.—W. Bend all, G. Roberts and K. Taylor, from .senior to first junior.
Inglewood Chib.—G. Atkinson, G. McKay and V. Scanlon, senior to first
junior; 0. Gudgeon, from first to second junior. SECONDARY SCHOOLS CUP. The secondary schools cup donated by Mr Sargent, of Hawera. for competition between the Hawera Technical Higli School, the Stratford Technical School and the Feilding Technical School, was accepted with thanks, and the Hawera Technical High School was authorised to control the competition.
