Doumer’s financial proposals show that they provide an autonomous fund for the redemption of the public debt, to he administered by a council composed of independent and impartial high officials. Besides a minimum allocation qf 2500 million francs, the fund will receive any Budget surplus, also donations and legacies. The price of tobacco will be increased fivefold as compared with pre-war prices as a result of the new tax. It is stated that the new special temporary tax on payments will not apply to indispensable foodstuffs. —Reuter.
