TROUBLE IN PHILADELPHIA EX-POLICE CHIEF’S ACCUSATIONS. BY CABLE-PRESS ASSOCIATION—COPYRIGHT. NEW YORK.. Dec. 28. General Butler, who was discharged hv Mayor Kendrick, though he wished to continue his two years’ service as the police chief of Philadelphia, addressing three thousand dry advocates before returning to his marine corps, made a final exp 1 a nation of lus attempts to clean up Philadelphia, in which he was blocked by the dominant municipal and political machine. General Butler declared that Philadelphia was a cesspool which the citizens of the remainder of Pennsylvania should clean out and even, if necessary, take over th e city government. He charged Major Kendrick with having proved himself a. disloyal chief, having first promised General BuUer that the latter would not be hampered, after which the Mayor 'gave the police head only lukewarm support, and finally turned openly against General But’er, when the latter attempted to padlock two of the city’s largest hotels. General Butler said that only 10 per cent, of those arrested for nesting the liquor laws were convicted, and recently the percentage had been only three. The Governor, the Hon. Mr Pinchot, speaking after General Butler, sa7d that it was a happy Christmas fox* the crooks in Philadelphia because General Butler was out, but it was a sad day for Philade I phia, Pennsylvania and the United States. —A. and N.Z.
