COMMUNIST CONGRESS DECISIONS BY CABLE—PRESS ASSOCIATION—COPYRIGHT. NEW YORK, Dec. 26. The Moscow correspondent of the New York Times says a violent po'iticaleconomic dispute, which lasted several days, and which divided the All Russian Congress of the Communist Party, culminated in a decision in favour of the platform adopted by the central executive committee. M. Kameneff headed the opposition, which numbered 65. The adopted platform censures the minority faction for over-estimating the ■danger from wealthy peasants <and under-estimating the importance of co- • deration with middle-class peasants. It instructs the committee to take all the steps necessary to strengthen the' Red army, sea and air fleets, also to follow a reconstruction policy designed to industrialise Russia to an extent where the country would manufacture heavy machinery equipment, thereby assuring independence from capitalist countries. The paltform further urges the discounting of the political stabilisation of Europe, issues a warning of the growing American strength in international affairs, notes the pacific manoeuvring for another world war by the Locarno conference and the League of Nations, and directs the committee to consolidate by all means the Soviet Republic as a base for future world revolution, while simultaneously it instructs the Soviet Government to pursue a peaceful foreign policy.
