PREMIER AS DICTATOR.
MUSSOLINI’S NEW POWERS. INTRODUCTION OF A BILL. LONDON, Nov. 10. Signor Mussolini will be more than ever the dictator of Italy when his new Bill, defining the Prime Minister’s status and functions, becomes law. The Bill, says the Rome correspondent. of the Times, gives the King the exclusive right to appoint or dismiss the Prime Minister, who, in turn, is virtually permitted to appoint or dismiss Ministers. The measure also introduces a most striking innovation in constitutional practice, namely, that nothing can be discussed in Parliament without the approval of the Prime Minister, who, further, is empowered to settle all differences between members of the Cabinet.
