GERMAN ELECTION ISSUE. LONDON. Nov. 2. A Republican writer in Berlin predicts that the coming elections will he fought on the issue of peace or war. The paper Vorwaerts says: “The Nationalists were ready to give up the idea of war, witli a view to regaining AlsacoLorraine. hut they cannot give up the idea of war for regaining the present Polish territory.”
