ANTI-SOVIET MOVE.
r BY NICHOLAS. GRAND DUKE FORMS STAFF IN PARIS. PARIS, July 11. Grand Duke Nicholas has become chief of the new anti-Soviet movement —not as a Romanoff, it is declared by leaders in the new movement, but as commander-in-chief of the former Russian army. Many members of the former general staff recently have come to Paris, including General Denikin, who arrived from Hungary; General Loukomsky, former Quartermaster-General; and Generals Koutepoff, Golovine, Chatiloff and Kvitginsky. These are with Nicholas as head of the general staff, and General Denikin chief of staff. The Grand Duke disavows any intention to become Czar, but says it is an attempt to establish a provisional government. SIGNIFICANCE ATTACHES TO MOVEMENT. More significance seems to attach to the movement than to any previous efforts in the same direction during the last few years, because of the interest shown by England and other conservative Governments, due to Soviet activities in Asia. Previously Nicholas had refused to take active part, issuing last year’s manifesto only because of the Grand Duke Cyril’s pretensions to the Russian throne. He has consented to form the general staff now, it is reported, because for the first time since the end of General Wrangel’s ill-fated ad\renture support by European Governpromised. EUROPEAN POWERS AFRAID OF BOLSHEVIKS. In the new Russian language newspaper, Renaissance, Nicholas says the European Powers are afraid of the Bolsheviks since their success in China and elsewhere, and consider it is time to act against them. He says he does not intend to try to overthrow the Soviets alone, but to unite all anti-Soviet forces inside and outside Soviet Russia.
Grand Duke Nicholas has renounced any intention to try to force back into a Russian empire States that have become indeoendent since the war.
