FRANCE HESITATING
BY CABLE —PRESS ASSOCIATION —COPYRIGHT. BRUSSELS, August 3. The Et-oile Beige understands that conversations are proceeding through diplomatic channels between London, Paris and Brussels, with a view to a possible conference in which Germany would participate, for the purpose of settling the question of the security pact, after the meeting of the League of Nations on October 7.
