quate. . ’ The otter represented an annual payment of one per cent, on 1 ranee s war debt of six hundred millions to Britain, whereas Britain funded her debt to America on a 'basis of 3f per cent. France is still labouring, under the delusion that Britain does not need the money, but is merely asking on political grounds.
