FRANCE AND GERMANY HAGGLING.
OVER BOUNDARY QUESTIONS
ATTITUDE OF THE DOMINIONS

The Daily Telegraph’s diplomatic correspondent states that the British Government is considering the proposed French reply to the German security proposals. The problem is a most difficult one, largely because France is endeavouring to secure from the Reich acceptance in perpetuity of all its eastern and southern frontiers, whereas Germany refuses to agree to the permnney of the eastern frontiers. Constant haggling and wrangling between the Continental nations is creating impatience in Britain, and an even worse impression in the Dominions, where the opinion is openly less unimfavourable to a German-Allies pact than it was to an Anglo-French pact. The hesitation of the Dominions to accept commitments in Europe is aggravated by a lack of good will and reasonableness on the part of rival States in Europe, whose safety the British Empire is expected to guarantee. The Dominions’ opinions, however, consider the safeguarding of Imperial communications to he more urgent than the safeo-uarding of European frontiers or even” Channel ports. The Dominions may, however, be expected to heed the fact that the best American opinion agrees with Mr Stanley Baldwin mid Mr Chamberlain that no effort should be spared by the Empire to facilitate European stahilis ati on.
