The statement of the Home Secretary (Sir Win. Joynson-Ricks), regarding Communist propaganda in England, is attracting wide, attention from the newspapers. Correspondents in Continental centres telegraphed tliat similar activities ax;e apparent everywhere. It is’pointed out that tlie Izvestia (Moscow) and Pravda (Leningrad) publish a memorandum by M. Zinovieff, president of the executive of the Communist International, declaring that, following failure in Germany and Bulgaria, England probably would become the centre of a revolutionary movement which would gradually engulf Europe. In the House of Commons the Prime .Minister (Mr. Baldwin) said .that the four Soviet diplomats in Britain received special privileges, including the admission of sealed correspondence, hut he had no reason to suppose that the mailbags were used for propaganda purposes.
