A FINE HERITAGE. OLD-FASHIONED ADMINISTRA-; TIONV BY CABLE—PRESS ASSOCIATION—COPYRIGHT, (Received April 2, 10 a.m.) SYDNEY, April 2. Sir George Buchanan, a harbour expert, who is visiting Australia, for the purpose of investigating the north and north-west coasts to recommend to the Commonwealth. Government suitable sites for deep-water ports, referring to Sydney harbour, said he thinks the people of Sydney have in their harbour one of the-finest heritages ever bestowed upon a community, but he was astonished to find its commercial development was hindered by a system of port administration which was almost one hundred years behind time. On what he, was informed, he states the administration -is of a type so antiquated as to lie unknown in any other port of his acquaintance.
