LONDON, March 30. It is reported that the general military staffs oif Latavia, Esthonia. and Poland are conferring at Riga. Representatives of Roumaniia and Finland are attending informally. The proceedings are. most secret. Nevertheless the local, pressi declares that the chief aim is tlje preparation, of a common plan, of action in the event of war with Russia.
