The installation of Prince Henry as a Privy Councillor has also been ga’zetted.

BRITAIN’S BUDGET. LONDON, March 18. The Exchequer returns till March 14 show that the deficit has at last disappeared and there is a surplus of ;CI ,000,000 over the expenditure. The prospect of exceeding Mr. Philip Snowden’s estimate of a surplus of £4,000,000 is not unfavourable. ANTI-SOVIET PLOT DISCOVERED. VIENNA, March 18. A telegram from Lemberg states that a plot has been discovered to blow up a bridge over which members of the Soviet Government are to return from Tiflis. A number of persons have been arrested, one of'whom committed suicide.
