The Times points out that -it, Germany applies to the League pj Nations in September she will be, immediately admitted and given a suitable position on the Council, provided she has fulfilled her treaty obligations. The Times considers that the Council has done useful work and has increased its authority and prestige, which will automatically bring larger disputes, to arbitration. —Time's.
