NEW CONSTITUTION. REFORMS PROPOSED. A DIVIDED COMMITTEE dY CABLE—PRESS ASSOCIATION—COPYRIGHT. (Received March 10, 9.35 a.m.) DELHI, March 9. The report of the committee appointed to enquire into the working and reform of the constitution has been issued. The committee split into two groups. The majority consists of five, whereof two are official Europeans, one unofficial European, one Indian official and one Indian unofficial. The majority holds that the new constitution has not had enough trial yet. The dyarchy system was working reasonably, and the majority suggests a number of administrative improvements intended to help India to learn the use of parliamentary institutions. The minority consists of only Indian unofficial representatives. It considers that the dyarchy system has failed, and recommends the* introduction of unitary responsible government in the provinces, with a partial responsible central government, the scheme to be evolved by a Royal Commission whose early appointment was urged.—Reuter.
