GO VERNMENT PROGR AM ME. CAPETOWN, February 16. The second session of Parliament under the Hertzog Government opened to-day. The 'Government outlined legislation on an unprecedented scale, luit there was, no mention of' the Premier’s native segregation policy, or of the revision of Customs tariff on protective lines. Credit is taken in the Governor’s speech for broadening the basis of civilised labour by replacing the natives engaged on public works by whites. Mr. Ireswell, Minister for Labour, is introducing an Emergency Powers Bill, by which disorder may be quelled and public services conducted, in the event of a strike. It provides for deportation from the affected area of any person, giving the Government complete indemnity, without the rights of revision of the order by, Courts or Parliament.
