The naval correspondent ot the Daily Express says, “it is only three years since the \Vasiiiington Conference, but already the naval Powers are deeply concerned with their shipbuilding programme.'. At piesent ”89 warships aio building or projected for the hve principal navies, compared with ”26 similar vessels building by seven Powers in 19”4. Britain has the smallest programme with twenty-five projected. “The Limitation Treaty had the curious effect- of stimulating competition. French technicians are demanding that France, should build two *>hips in 1827. each of 17.500 tons, with a speed of thirty-lonr knots and carrying eight 12-finch gups. These would he within the Washington! agreement, but would render 10.000-tonners helpless. Tf the French design were built, other nations would build to counter them
